Fifty years ago, in 1967, the Minister for Education, Donogh O’Malley, announced plans for free second-level education throughout Ireland.

The move followed a review of second level education undertaken in 1962 by the Department of Education and the OECD (Organisation for Economic Co-operation and Development). This report dealt with two main themes: the capacity of the educational system to meet skill requirements for economic growth, and inequalities in levels of participation.
